Ma Jian said in his speech, "Since the 13th Five-Year Plan, the provincial party committee and government have provided top-level design and high-level guidance, actively supporting Luoyang in accelerating its development as a sub-center city of the Central Plains Urban Cluster and fostering the growth of the Luoyang metropolitan area. A series of policy opportunities have converged and overlapped, attracting resources and factors from all sectors to gather here. As a result, Luoyang is steadily emerging as a vital growth pole and new engine driving high-quality development across the province. In recent years, the Provincial Department of Commerce has repeatedly introduced specialized policies, offering robust support for Luoyang’s efforts to build itself as a sub-center city and develop its metropolitan area—particularly in areas such as open-platform construction, investment promotion, and foreign trade. The China Luoyang Peony Culture Festival Investment & Trade Fair serves as a key platform for opening up to the world, and the Provincial Department of Commerce remains fully committed to helping Luoyang leverage the peony as a bridge to expand its openness further. Together, we will elevate the fair to new heights—delivering higher quality, greater impact, and wider recognition—thereby driving high-quality development through enhanced levels of openness. We warmly welcome friends from all walks of life to seize the golden opportunities presented by Luoyang’s development as a sub-center city and its burgeoning metropolitan area. Come invest and start businesses in Luoyang, and let us work hand in hand toward a shared path of cooperative growth and mutual success!"
In his speech, Mayor Liu Wankang extended a warm welcome and heartfelt gratitude to the guests attending the Investment & Trade Fair. He emphasized that as Luoyang embarks on its "14th Five-Year Plan," the city will prioritize the development of a modernized Luoyang metropolitan area—making it the central focus, key driver, and flagship platform for growth. By firmly grasping the critical role of project construction as the "linchpin" and strengthening the region's infrastructure as a "magnetic hub," Luoyang aims to rapidly attract capital, talent, technology, and other vital resources, propelling "Urban Luoyang" toward becoming "Regional Luoyang." This strategic move will position the city at the forefront of the next wave of high-level opening-up initiatives, helping Luoyang seize early opportunities in this dynamic new era. Mayor Liu also expressed his hope that guests from all sectors will leverage the Investment & Trade Fair as a platform to explore Luoyang, gain deeper insights into its potential, and ultimately invest here—working together to write a new chapter of collaborative development and mutual success. Furthermore, Luoyang is committed to creating a world-class business environment that leads the province, ensuring that the city’s open platforms are larger, its channels remain unobstructed, and its opportunities span even wider horizons. Ultimately, Luoyang aspires to transform the historic Heluo region into an ecologically harmonious, livable haven—a truly coveted destination for both residents and investors alike.
At the signing ceremony held that day, 32 projects were jointly sealed with a total investment of 75.61 billion yuan, including 24 projects each receiving investments exceeding 1 billion yuan. The successful introduction of these high-quality projects will help Luoyang accelerate the development of its robust "strong magnetic field" infrastructure, drive industrial transformation and upgrading, and foster new advantages for high-quality growth.
During the business cooperation signing ceremony for the Luoyang Metropolitan Area, the Municipal Bureau of Commerce, along with the Jiyuan City Bureau of Commerce and the governments of Mengzhou, Ruzhou, Lushan, Yima, Mianchi, and Lushi counties (cities), jointly signed the "Luoyang Metropolitan Area Framework Agreement on Integrated Development Cooperation in the Business Sector." This agreement will pool the advantageous resources of each city within the metropolitan area, working together to build an open platform that fosters resource sharing and mutual benefits, thereby accelerating the formation of a broad, open economic landscape characterized by differentiated and complementary industrial development across the Luoyang Metropolitan Area.
During the industrial promotion session for the Luoyang Metropolitan Area and its sister cities, officials from Luoyang's metropolitan area—representing both municipal and county-level governments—introduced their region's key industries. Meanwhile, Hami City showcased and promoted its local tourism resources as well as investment opportunities available in the city.
